Former Hong Kong Banker Jailed Over Crypto Bribes

A former Hong Kong bank manager has been sentenced to four years in prison after accepting more than $470,000 in cryptocurrency bribes to authenticate fake financial documents worth over $1.6 billion. The case involved China Construction Bank (Asia), fintech firm Vesttoo and a wider group of alleged co-conspirators.

Banker Took Crypto Bribes for Fake Documents

Lam Chun-yin, 32, a former customer relationship manager at China Construction Bank (Asia), pleaded guilty to conspiring to accept bribes. Between April and June 2022, he received more than $470,000 in Tether (USDT) in exchange for authenticating several fake standby letters of credit.

The documents falsely claimed to have been issued by CCB and included two forged collateral letters involving more than $1.6 billion.

Lam was working in retail banking for individual customers at the time and was not authorized to handle commercial credit facilities or issue letters of credit.

Vesttoo Investment Deal Was at the Center

The fraudulent documents were linked to transactions involving Vesttoo Limited, a financial technology company that operated a platform for insurance linked investments.

Investors using the platform were required to provide bank-issued standby letters of credit as collateral. After Yu Po Holdings became an investor, a group arranged for Lam to act as the CCB contact responsible for verifying the documents.

Lam then falsely authenticated the documents in exchange for the cryptocurrency payments.

The scheme was later uncovered during an internal investigation by CCB (Asia). The bank found that neither it nor its affiliated companies had issued the letters of credit or collateral documents involved in the case.

Court Orders Four-Year Prison Sentence

District Court Judge Ernest Lin Kam-hung sentenced Lam to four years in prison and ordered him to repay about HK$3.7 million, equal to the value of the bribes he received.

The judge said deterrent sentences remain necessary even for first-time offenders because the case affected Hong Kong’s banking and insurance sectors and could damage the city’s reputation as a global financial center.

Lam faced another charge involving the use of false instruments, but the court left that charge on the file and did not proceed with it.

Hong Kong’s Independent Commission Against Corruption (ICAC) said corrupt groups are increasingly using cryptocurrency to hide illicit payments. The agency has also obtained arrest warrants for other people connected to the case.
