Why Rep. Bryan Steil Says the Votes Are Already There

Representative Bryan Steil, Chair of the House Financial Services Subcommittee on Digital Assets, argued the core obstacle facing the Clarity Act isn’t disagreement over the policy itself, it’s a structural difference between how the House and Senate operate.

Why the House Moved Faster

Steil explained the House’s majority rule structure lets leadership call a vote once consensus is built, “and then the chips fall where they are.” The Senate has no equivalent mechanism, requiring 60 votes just to bring the bill up for debate. 

“The challenge on the Senate side… is that ability to call the vote that the majority has in the House,” he said, calling the upcoming September cloture vote “functionally a non-existing hurdle in the House” by comparison. “I think actually the votes are there in the Senate. Can we clear the first hurdle is the whole push.”

A Bigger Democratic Crossover Than Expected

Steil said the House vote drew 78 Democrats, far more than initial whip counts predicted. “We thought it would be somewhere between 20 and 30… we came up with like 78 votes,” he said, attributing the shift partly to lawmakers choosing to support innovation once “the dam break[s]” on a floor vote, and partly to a broader argument that digital asset policy isn’t inherently partisan. 

“The underlying technology here is really just pro America,” Steil said.

A Field Hearing at Federal Hall

To mark roughly one year since the House passed Clarity, Steil’s subcommittee held a field hearing at Federal Hall in New York City, the site of Congress’s first meeting in 1789 and the location of the country’s earliest financial debates, including the fight over whether the federal government should assume state Revolutionary War debt. 

Steil drew a direct line from that debate, through the creation of the US dollar in the 1860s and the 1933-34 securities acts that followed New York’s bucket-shop era, to today’s digital asset framework. “We are now again… at that cusp again as it relates to digital assets,” he said, framing the goal as making “the United States the domicile for all this innovation and development.”

On Anti-Tech Political Sentiment

Asked about rising skepticism toward crypto and other emerging technologies from progressive Democrats, Steil predicted the pushback is temporary. “I think only in the short term,” he said, comparing it to a 1970s New York Times article warning that ATMs would “end all teller jobs” and cause economic collapse. 

He argued the underlying digital asset infrastructure will keep developing regardless of legislation. “It’s not as if… if Clarity doesn’t pass that this development won’t occur. It will occur,” he said. “It’s a question of does it occur under a reasonable and rational regulatory framework.”
